I think California’s law on limiting independent contractors is playing a role in this.  That included a lot of truck drivers who worked for themselves and forced them to go elsewhere. Without enough drivers they are struggling to unload the ships which is adding to the problems. This will continue to lead to shortages on many items and continue to drive up prices.
