Conclusion
I see these two Best Buy offers on all the cards I checked, so I think most or all Amex cardholders should be eligible. Add them now, because good Amex Offers sometimes hit their limit and disappear.

Curious if anyone has tried these offers with buying 3rd party gift cards in the past with Amex? Chase has the same “gift card” restriction in their terms for their merchant offers, but the transaction typically does not code as such and the offer is paid (I can confirm this for CVS, Walgreens, and Best Buy merchant offers with Chase).
