As I mentioned above, this offer is showing up in some Chase accounts. For me it was showing on the homepage after logging in.
When I checked “just for you” offers I saw a 60,000 points offer instead, but then after clicking it, the same 80,000 points offer showed up.

Conclusion
We have seen 80,000 point offers for the Chase Sapphire Preferred publicly recently but that is no longer available. The current public offer is currently for 60,000 points and this targeted pre-approved offer will get you 80,000 points for the same spend.
Check your account and hopefully you are targeted. Just keep in mind that the Chase 5/24 rule still applies, even if you are pre-approved.

SUB then punt. The Sapphire line is in dire need of an overhaul. In late April, we will likely see the roll-out of Citi’s new Strata Elite and Strata Premier cards. If leaks about these new Citi cards are to be believed, Chase will have no other choice but to overhaul the Sapphires . . . and here’s hoping.
