I think this is true of any tourist dependent area.  Italy may be hit harder than others since they were under lockdown longer than most and were in the news so much.  It is going to be a rough few years all around.

I wouldn’t be super confident they do it before the current stimulus ends even if there is bipartisan support.  There was a ton of bipartisan support for a second stimulus checks and nothing has happened in months.
