It does seem like a weird route to take and a ton of money.  And the fact that the report says it will likely take longer than just riding in a car means most people would skip it.

This isn’t surprising.  I don’t know if business travel ever gets back quite to what it was. Just be prepared for the continuation of planes full of leisure travelers which means the continuation of the twilight zone.
