  1. Just like trying to bring a gun through security, there is *zero* penalty for the first time you are caught. Past stories of stowaways (and the thousands of guns caught annually at security checkpoints) have resulted in “stern warnings”, which tells me it’s not really illegal and/or there is no desire to fully prosecute offenders.
