Didn’t Amex just include gift cards in their T&Cs for possible clawback?
Costco doesn’t take Amex anyhow.
any suggestions on how to go about selling these for non bulk sellers?
I don’t think the public rates are very good. I am not sure if any have had luck selling on eBay but I wouldn’t advise it with fraud issues etc. selling digital gift cards.
