I thought it was weird to see the city paying for a lounge being built, but then I saw this comment from H. Gordon:

The City will reimburse Delta for building the core & shell structure up to $63M. The City will own the improvements. Then Delta will lease that space from the City. Delta will fund the build out and tenant finishes.
