Loading the Offer
These offers come in the form of a digital coupon that needs to be loaded to your account. Once you load the offer, the $10 or $15 discount should come off automatically when you complete a qualifying purchase.
Conclusion
The coupon is limited to one-time use only per account. The bad part is that you need to purchase two gift cards to trigger the offer, so you need to pay two activation fees. The discount should take care of it though, at least with two $100 Visa gift cards.

You also get the cc rebate of at least 5% or $10.70 plus the gas discount worth 20 cents per gallon at Sunoco. I use these cards to pay local service providers like doctors, dentists, utilities, etc. Of course, you do have to factor in the cost of driving and the time itself. But, if you shop there anyway….

So, you pay 2 X $6.95 activation fees = $13.90 and get back $15.00, or a net gain of $1.10. I’m not quite sure what the advantage is, once you factor in the time commitment, cost of gas driving to Safeway, waiting in lines, etc. Maybe help meet min spend on a new cc?
$5.95 per card. As answered below, you get CC points with the right card and fuel points. I got 400 fuel points worth at least $4. Their last deal was better since it required a variable card and one could buy $500, this one nets a lower profit.
