I believe Ebates started it yesterday and others followed suit and topped their rates. The rates for Walmart usually hover under 5%, so this is a good time for any Walmart purchases online.

Walmart recently lowered the free shipping threshold to $35 and some items even have discounts when you select in-store pickup.
