  1. Allowing returns in general (not just TP) could spread COVID-19 further. Given that people are worried about handling Fedex pakages etc., how would the stores need to handle returned item?

    In a lot of situations (especially Walmart) return merchandise is NOT returned to the shelves. The stores are concerned about tampering, etc. The health and legal issues make it not worth it.
