eBay Bucks & Gift Cards
This morning I posted about a Kmart gift card deal that is made better partly because of an 8% eBay Bucks promotion. Unfortunately, as of October 1, 2016 purchases of gift cards of any kind on eBay will no longer earn eBay Bucks.
Here is the notice you can find if you login to your account, go to “My Ebay” and click on the “eBay Bucks” section:
Gift Cards, Digital Gifts, and eBay Gift Cards exclusions for October 1, 2016 and January 1, 2017
After October 1, 2016, you will not be able to earn eBay Bucks when purchasing eBay Gift Cards, Gift Cards, and Digital Gifts purchases within the Gift Cards & Coupons category.
After January 1, 2017, you will not be able to redeem eBay Bucks for eBay Gift Cards within the Gift Cards & Coupons category.
eBay Bucks are earned per quarter, so it is no surprise that these changes will take effect at the beginning of each quarter. Beginning on October 1, you will no longer earn eBay Bucks when purchasing gift cards. As I mentioned, this will signficantly impact the value of various deals on the discount site.
Second, starting in 2017, any eBay Bucks earned, will not be able to be used towards eBay gift cards. (It appears based on the wording you will still be able to purchase merchant gift cards.) The reason this is being implemented in 2017 is most likely because people have already earned eBay Bucks this quarter and eBay doesn’t want any issues with changing the rules. eBay Bucks being spent in 2017 will be earned after October 1 and thus after this announcement.
Conclusion
While these changes may seem small, they will have a huge impact on the value of eBay for many people. I personally am not surprised this has happened given that almost no other retailer pays rewards on gift card purchases. (Fuel rewards excluded.) We have also seen some portals add exclusionary language on all gift card purchases for eBay, so more changes may be yet to come. Fun fun.

Contact eBay on Facebook and make complaints about the changes. I have done that at they reply.
I recently got a partial refund to a gift card in a nominal amount. When going to the page where you used to be able to check the balance of all your prior cards, now, they have determined we are no longer privy to that. Instead, we can right click on the card number and get the terms & conditions. But finding where my nominal leftover balance is would seem to be very difficult. Sure, I could manually check hundreds of card numbers for the missing pennies.

Introduction
By purchasing, accepting or using the eBay Gift Card in physical or digital form (“Gift Card”) and in consideration for your right to use the Gift Card, you agree to be bound by these terms and conditions (the “Terms and Conditions”) and the terms and conditions contained in the eBay User Agreement (the “eBay User Agreement”). In these Terms and Conditions, “you” and “your” means the cardholder who has purchased or received a Gift Card. “We” or “our” means eBay Gift Card Services, Inc., and eBay Inc., as applicable.
The terms and conditions of the eBay User Agreement are incorporated herein by reference. Please be advised that the eBay User Agreement contains provisions that govern how claims you and we have against each other are resolved (see section entitled “Legal Disputes ” in the eBay User Agreement). 2.Invalid or unidentifiable Gift Card numbers will not be redeemed.
3.As a security feature, upon first use the Gift Card (including funds on the Gift Card) becomes non-transferable and links to the eBay account associated with the Gift Card’s first use.
4.The Gift Card may only be used for purchases on ebay.com when PayPal is accepted.
5.It is important that you track the Gift Card balance. You may check your Gift Card balance by using the Gift Card balance checker at https://giftcards.ebay.com/balance.
Restrictions6.The Gift Card is not refundable or redeemable for cash or credit, unless required by law.
7.The Gift Card may be used to make purchases only up to the available balance on the Gift Card. The available balance of the Gift Card is reduced by the amount of each purchase of goods or services and by other deductions, if any, that may be required by law.
8.If you want to use the Gift Card to make a purchase that exceeds the available balance on the Gift Card, you must combine the use of the Gift Card with additional payment from your PayPal account or other funding source. You agree that we are not responsible if you do not have enough funds on your Gift Card to facilitate a transaction.
9.The Gift Card may not be used to pay eBay or PayPal service fees. The Gift Card also may not be used to buy eBay Gift Cards, third party gift cards, gift certificates, coupons, coins, paper money, virtual currency, or items generally considered to be “bullion” (for example, gold, silver, and other precious metals in the form of coins, bars, or ingots).
10.During the first 90 days after registering an eBay account, no more than a total of $1,000 in Gift Cards may be redeemed. For eBay accounts greater than 90 days old, no more than a total of $2,000 in Gift Cards may be redeemed over any 60-day period. Further, you may only redeem a maximum of eight Gift Cards in any single transaction (and fewer if you are redeeming Gift Cards in combination with other redemption codes, such as coupons or vouchers). Is there a way to contact eBay and complain about the changes?
You can contact their customer service, but I haven’t found them very responsive.

Shouldn’t matter if you get ebay bucks on a non ebay gift card wouldn’t ebay still get the same final value fee on the item sold?
I’ll be shopping significantly less if I can’t earn ebay bucks on gift cards. I purchase gas cards regularly because of discounts and ebay bucks
They sure seem to want to run off loyal users.
I just might give them what they want.
Based on the wording for the Jan 1 part of this, I suspect that sometime after Jan 1, eBay is going to eliminate gift cards other than their own completely. I suspect they will blame rampant fraud, etc.
About a month ago, they drastically reduced their guarantees/responsibilities to both buyers and sellers of gift cards, so if that’s working, they’ll keep the market open.
Yes, it’ll halve my quarterly eBay Bucks, but as long as they don’t add in “no eBay Bucks will be awarded on purchases made with eBay gift cards”, I’ll still make some free money 🙂
